When changing the width of the image without changing the length of the image, distortion occurs. this, this problem was in old versions of Adobe Photoshop and the problem of this distortion has been resolved in newer versions. so what is this programmatic technique called, which allows us to change the width of the image as far as possible while keeping its length without distortion?

There are many ways to distort an image into a a different Aspect ratio and you can do it without distortion using cropping.   You change an image Aspect Ratio  without distortion by cropping and scaling the crop or you can do it with distortion using a feature like content aware scale, where  know  object will be scale with a constrains scaling so these objects will not distort  and be blend into the  distorted  images resize where the  known object were removed.  Basically the image background is distorted into the changed  aspect ratio image  and the known objects are re composed into the distorted background.

Hello, you now have Proportional scaling by default for image layers.

I'm not sure I understand your question. If you change the width or height of an image without changing the other, the image has to distort. This is not a Photoshop issue.

Are you looking for the term "aspect ratio"?

Please clarify your question. Screenshots would help.
