Not all commands can be or should be recorded "live". The actions panel offers a menu item for "Insert Menu Items..." where many non-recordable commands can be inserted:

Did you include Show > Extras in the Action via »Include Menu Item«?

View > Show > Selection Edges is a toggle on or off from the current state (or off to on)... So what is the current state of this menu item?

Can you post a screenshot of the action step expanded so that the details are visible?

You may also look into resetting preferences.

No this didn't work, The marching ants and always visable when running an action. I try view select edges and hide but this doesn't register in the actions. here is my action for this.

I am testing on my end, using Fill Layer command with selection active should create fill layer but also and hide marching ants. If that does not happend try with preference reset. If that does not work and you need ants hidden record step to hide them in between (Ctrl + D).

By the way, if you are rasterizing layer and applying layer mask, there is another option after creating blank new layer and seting selection: use Edit > Fill then deselect using Ctrl + D.
