Photoshop - Skin Smoothing Neural Filters

I am trying to use the Skin Smoothing Neural Filter in Photoshop for a multi-person photograph. The app is only recogniting about half of the faces, therefore, I can't edit all of the faces. What can I do to fix this problem.

    Another option that might be a work around is to separate the people in your photo into different layers, and then target the layer of the photo you want to work on with the Smoothing filter.
