Including bleed when exporting will allow bleed to appear on the PDF, however, it won't create bleed if there is none in the file. You will need to extend any image or shape beyond the trim line before exporting, to insure your file will have bleed.

PDF書き出し設定の「トンボと裁ち落とし」で裁ち落としを設定します。

制作時に3mmに設定してあれば、「ドキュメントの裁ち落とし設定を使用」にチェックを入れると良いと思います。

これが、反映されないという事でしょうか？

裁ち落としができているかどうかの確認は、Acrobatで行います。
「印刷工程」の「出力プレビュー」で「アートサイズ、仕上がりサイズ、裁ち落としサイズを表示」をチェックすると表示されます。
