プレミアム機能がお金を払っても使えないのですがどうしたらいいですか。

モバイル版ということでその画面が出るとした場合、Apple IDの支払い情報が適切かどうか、というところがあります。

Apple IDやApp StoreについてはAppleのサポートに相談されたほうがいいでしょう。
