Adobe Photoshop Elements 2023 & Premiere Elements 2023はarm系のcopilot+pc（具体的にはsurface laptop x elite）で動作しますでしょうか？

下記リンクの文書には、Elements系の記載がありませんので動作はしないと考えたほうが良いと思います。
推定ですが、ゆくゆくは対応するのではと思います。
