Exported video is messed up on frame-by-frame feed.

I am having trouble with the following problems when using Adobe Premiere Elements 2023. When I use QuickTime Player to frame-by-frame feed an exported video, the video becomes messy, like melted paint. I am using an iMac 24-inch, M1, 2021 Chip:Apple M1, Memory:16GB, macOS Ventura 13.2.1 Please let me know how to solve this problem.
