Is CS2 openly available for free and legal use?

I know this question has been asked a dozen times, but all the answers I can find are unclear.

I would like to get a clear unambiguous answer from Adobe.

Is CS2 openly available for free?

It's not free. If you never bought it way back then, you are not entitled to use it now.

I've consulted legal department in my company, and they've said pretty much the opposite - if software and serial numbers come from official Adobe page, then the license is granted, and software can be legally used. Read EULA carefully.

Official Adobe blog also admitted that this interpretation - CS2 for free - is valid.

Mylenium you are so sure here, so I've thought best option would be to ask the Office of Competition and Consumer Protection about that case - it's government organization in my country suited to give clear answer, when consumer is in doubt. Waiting for response, now (might take few days).
