1. First, try deleting the PluginData folder.
2. If that doesn't work try creating a new Admin user account and run Photoshop from the new user account to see if the problem goes away: https://helpx.adobe.com/photoshop/kb/basic-troubleshooting.html#permissions

Sorry about the trouble with neural filters in Photoshop.

What are your system specifications and Photoshop version?
Was it working earlier? What is the available disk space in your internal storage?

 Try disabling the graphic processor and check.
Go to Photoshop's Preferences > Performance and uncheck Use Graphics Processor and restart Photoshop.
