there is a setting for the installed language in the Creative Cloud app.

(of course you don't want to uninstall, just switch to english, then install Photosohp again. It'll just install the language strings.

Then, in Photoshop, go to preferences> interface, and there, you can select english.

Restart Ps, and you should be able to work on your panoramas in CC2020.
