The first one is a PNG with a black background. The second one when posted on the web shows a white area around it. By @Halima26868351ub86 What should the background be? How are you distinguishing between white and transparent?

This sounds like a large canvas document problem. The first image is 100 PPI in a large canvas document, but that's with Illustrator's 10x scaling for large canvas. Maybe this gets lost in export, so a 100 PPI image becomes 1000 PPI, is downsampled to 300 PPI (really 30 PPI), and then is scaled back up in the PDF. I'll see if there's an existing report on this. Edit: this looks like the same issue: PDF files made on large artboards get downscaled incorrectly. – Adobe Illustrator @Ton Frederiks I see you commented there, does this look like the same thing?

The first image is 3000 PPI (2.422 inches wide and 7266 px). The second is 10,000 PPI (the same in inches but 24217 px). Open Preferences > Units and change your page & ruler units to inches if you want PPI. What is the size of the Illustrator file?

Yes, there are lots of AI generated assets on Stock, for better or worse. I believe they get marked as AI automatically based on some hidden metadata in the file.

I think the main problem is the indents don't scale with the type object, so with scaled up type the indent is forced to the next tab. If I set normal paragraph indents, they do scale as expected, so I think this is an oversight or bug.

Yes, this image, or its cariacture likeness is what I would like to acheive. I didn't think there were any reasons it could not be used as well, though I am completely unfamiliar with vector images, or any of their usage. I do not know how to do the silhouette option you suggested, or how to explain to this graphics lead, how it would ensure the file is appropriate. By @EODK9 Then you need to get a fuller explanation of why the file is inappropriate.

Just to be clear, the SVG you posted is the outcome you want? I don't see why that couldn't be printed. Maybe you could put a silhouette behind it to pre-empt any issues with hairlines from abutting shapes, i.e.:
