Lee, the problem occurs when you have Adobe CS6 or Adobe CS5 installed. As the original poster stated, when we try to use the "change all", it immediately switches back to having CS6 (or CS5) as the default. The association with CC 2018 will not "stick". I assume yours worked because it was not an Adobe Photoshop version that had the wrong association. Those on this thread are having issues when they have an earlier PS version installed.

I'm having the same problem. MacOS Sierra. Keeps defaulting to CS6 and unable to change it to set ALL PSD files to 2018. Even more annoying it does this for NEW PSDs you create with 2018 also. It doesn't matter if it is something created with 2018 or earlier -- it always defaults to CS6. can change it file-by-file but not universally. In other words, I can right-click a PSD file, then hold down the Option key (so the fly-out menu changes to say "Always Open With"), select PS CC 2018 and it will open 2018, then continue opening with 2018. It also shows 2018 as the default for that SPECIFIC file if I do a "get info" on it. But the second I try to change ALL the PSD files to default to 2018, it reverts it back to CS6 again as the default. For now, I'm having to right-click and select 2018 to open a file --- annoying. I hope they come out with a fix soon.

David,
It just did it again and I did a screen cap of what I had going on in Photoshop. Wish I could reproduce it reliably for you, but I don't know what causes it. It's intermittent. This time, it did it on a section that I did't cut - but it WAS a section I was editing. That's the only thing I find consistent - that it happens only after a text area has been created and you go back to it and try to edit it. In this case, I duplicated a group and went into it to edit the text layer and the cursor hung. Another person just posted they are using a trackpad, whereas I am using a magic mouse, so I'm not sure if the pointing device means anything.

Hi David, thanks for the quick response! I'm running OSX 10.9.5 (Mavericks), English with 16GB of RAM (so plenty of memory). I didn't make note of exactly what other apps were running at the time, though I know for certain Microsoft Office for Mac was running and Chrome was running (though I've had this issue when I was using Firefox at the same time, so I don't think it is a conflict with either of those). Also itunes was running along with Creative Cloud and Dropbox. Once again, I don't think it has to do with other apps running. The issue has always happened when I am trying to edit a text layer - not when I first create it. I know this particular time I "cut" part of the text out by highlighting it, and this is when the rest suddenly was non-responsive to the arrow keys. Also, I was able to put my cursor in a particular spot (using my mouse to move it) and INSERT text, but was unable to use the delete key to delete text forward, but was able to delete text backward.
Finally, I'm using a magic mouse as my pointing device. This is on a MacBook Pro, though I am using a secondary monitor (Thunderbolt display) for Photoshop to load onto.
I'm in the Eastern time zone of the US.

I have the same issue. And yes, I'm on 2014.2.2. Adobe Photoshop CC mac. I found this thread, and yes, by minimizing Photoshop and then clicking the desktop, then returning to Photoshop, I was able to finally move my cursor in the text again. This has been bothering me for at least a year now.
Would be happy to work with you to find out where the bug is.... 🙂
