Can't upgrade CC Storage

Two parts: one, why isn't there an actual contact for help instead of this feedback option? And second, why does my current, long term Adobe account give me this message every time I try to upgrade the amount of storage: "Purchase Unavailable
This product isn't available for purchase in your country or region (Singapore)."
