CC Libraries panel in ID is empty when ID loads on my external screen

I've seen that the CC Libraries panel not loading has been a bug that has been around for quite some time. And I've seen messages that it's supposed to be fixed. It's not.

More often than not, this panel stays empty when ID opens on my second monitor. Closing the panel and reopening doesn't fix this, only logging out of Adobe CC completely, which is VERY annoying as I have to close ALL my work just to load my libraries in ID. I don't have this problem if I use my built-in macbook screen.

In AI and PS I do not have this issue and the Libraries panels work just fine in those programs.
