CC Libraries will not initialize, even after logging out of and back into Adobe CC along with rebooting Illustrator and Photoshop twice

CC Libraries will not initialize. Followed all suggestions within Adobe Community. No luck. Note: I keep minimal CC Libraries active at a time, and I back up then deactivate all project libraries that I am no longer using. Have logged out and back into Adobe CC. Have closed and reopened programs. Libraries will not initialize for use.
