Copied/saved stroke effect widths change wildly, arbitrarily

A library style made with 4-pixel stroke will not always be 4-pixels. Arbitrarily it will change to 13 pixels, 19 pixels, 2 pixels.

This is also true for Copy layer style. If you copy a style with 4 pixels, say. It may or may not be 4-pixels when you Paste it. Can be 8, 2, 1, 14.

This is time-wasting and very frustrating. If a user sets a style with a width the user wants the style always with that width.

Recently introduced bug. Surprised it is not yet fixed.
