Custom Order and Custom Groups don't work in the Libraries Palette.

Unable to custom sort anything in the Libraries Palette even though Custom Sort and Custom Groups are selected.

    I have the same exact problem. Illustrator v30.0 on Windows 11. It's bad enough I have to add swatches in groups of 5 and they automatically re-sort when added, even though I have the settings set to Custom Sort/Group. Then I try dragging the individual swatches to re-order and they do nothing.
