Illustrator v28.4.1 - Library not loading all assets

In Illustrator, the Library window fails to load the majority of assets in most of my libraries.

I've found that forcing a refresh fixes it but it's cumbersome and sometimes doesn't work.

Refresh methods:

- In the LIbrary window, navigate the the "All Library" page. Close Illustrator and reopen.

- In Adobe Cloud, in the Library that isn't loading. Double click on an Asset to open it in Illustrator.

- Logout-Login of Adobe

Sometimes none of these would "refreshes" would work and I'm stuck waiting/trying again.

Note: "Libraries sync error: Creative Cloud services are blocked. Please check your Firewall settings" does appear sometimes when I'm having Library issues. The IT department hasn't changed anything with the firewall compare to when this message didn't appear. (aka: When Libraries were working.)
