Libraries constantly opening for no reason when I use Swatches

How about just letting us opt out of using this "Libraries" thing at all?
I'm sick of Photoshop freezing for several seconds completely at random when I use Swatches because it wants to open a panel I have NEVER used and NEVER will.

    Hello Rin,

    Sorry to hear your workflow is being disrupted. Have you tried to uncheck this box when you are creating a new swatch? That should stop the Libraries panel from opening. If you have tried that already and are still seeing the panel open, can you share your exact reproduction steps?
