Why could not I use my Adobe Creative Cloud Collection?

Why could not I use my Adobe Creative Cloud Collection? All of them. I even had to upgrade them. Even when I tried, it could not be downloaded. Does it have to do with the payment problems, etc.,? Or could it be possible for other issues regarding to it?

    I'm also experiencing this in early-stages of my switching between multiple files/projects & machines (laptop & mobile). Computer OS is also having similar issues keeping multiple-access level, across various levels.
