Bug Report: Photoshop - "The item can not be edited because its still being downloaded"

This error occurs inexplicably/randomly/intermittently and interrupts workflow.

When purchasing STOCK assets with Photoshop open (either on the webiste or within Photoshop) most of the time we can simply double click the item and edit it, however, when working with a team or when team members are within a shared folder at the agency we have this problem when trying to download the assets:

When this popup occurs

1. we can not double click the asset
2. we can not drag/drop it (it keeps the Adobe watermark)

Instead, we must quit out of photoshop, reboot and then try again.

Or, we have to download the asset from the Adobe Stock website and manually add it into the library.
