Download speeds for stock images extremely slow

Download speeds extremely slow for stock images (3kb/sec or less) and frequently "time out." Having difficulty even downloading one image of 5MB.

Yeah this is painful and untenable. If it helps, my downloads are coming from https://stock-apex-images-prod-ew1.s3.eu-west-1.amazonaws.com. Getting 10KB/s-20KB/s!

I've been experiencing it on/off for a couple of weeks. Seems to happen most frequently in the 4-8pm PST time window.
