Downloaded a vector when it's actually a jpeg! Refund credit please

I downloaded what supposed to be a vector or svg file, file #1942260536, when it is actually just a jpeg. Please refund the credit.

Looking at numerous complain and refund request, with same issue, which is an image that has been labeled as vector, Adobe stock should some sort of quality control of the vector that has been submitted. Is there penalties for artists who submitted and tag it wrong? If not, there should be. This is wasted time on.
