downloaded vector asset but is actually a jpeg embedded in an Illustrator file

I would like to report image AdobeStock_828358129.ai

It is advertised as an AI/EPS and JPEG file type, but upon opening it, it is actually just a jpeg image embedded in illustrator, completly unusble for the purposes I need it for.
