I license this file: 484581220 but can't open it. Illustrator Crashes

I licensed file 484581220 

if illustrator is running and i try to open the file from within illustrator, illustrator Crashes; no error message

if illustrator is running and i try to double click on the file in Finder, illustrator crashes; no error message

if i close illustrator and try to double click on the file in Finder, Illustrator never opens and then i get a crash report

I'm on Mac M1,64GB memory, Sonoma 14.7
