Invoice without VAT, credit card charged with VAT

Hey,

we bought a on-demand artwork on adobe stock and paid it with credit card. We got a invoice without VAT (situated in Germany), but paid the price with VAT. 
We contacted the support 2 month ago and they told us, that payment is being done by a subcontractor and that they reimburse the VAT asap. Nothing happend since. 
Support chat does not seam to understand the problem.
Maybe nice to know: The AMEX/Credit Card used is not the same Payment we handle our other adobe payments. Furthermore the AMEX/Credit Card is from a different person than the adobe-account it was bought from. All of this due to companys internal invoicing structure.

At this time we are unable to complete our investigation. The time between when the issue occurred and when it was reported was too long and we were not able to trace the cause. If you encounter the issue again please create a new post with the details of when it occurred and we will be better able to trace the issue.
