How can you licence an asset twice? When you have licenced the asset, you need to go to your licencing history to licence again. You can't do that from the website. 

So I would first check that you licenced the item really twice. You can do so in the licence history. https://stock.adobe.com/Dashboard/LicenseHistory

To get a refund contact Adobe customer care. Adobe customer care can be contacted by beginning a secure chat session at https://helpx.adobe.com/contact.html?rghtup=autoOpen. Pop-up blockers need to be disabled, you need to accept cookies! If the chat window fails to open, or is non-responsive, use a different device and/or browser to start the interaction.
