I ran a quick test on my side using Topaz Bloom upscaling (Max Creativity → 1080p) just to check whether there might be a bug, and while it took sometime to generate, I was still able to get results like this:
 

To understand what’s happening on your end, it would really help if you could share a bit more about the steps you took, things like the reference image you used, the settings you selected, or even a screenshot of the results you’re seeing. That will give us a much clearer picture of what might be causing the issue.
