Editing | Removing pictures and unable to start fresh

I was editing an image using the Edit Photo = Remove tool 
I had made a number of edits to this image. Then left the editing tool. When I reopened the tool those images came up immediately; even though, I started a new edit project.

If I completely closed the tab, then I could start a new edit image.

The bit on the top stubbornly didn’t remove. I applied and reapplied the remove. PS would work better. However, I do not understand the reason that the bit at the top was not removed.
