Adobe does not sell direct in all countries. In some countries you have to buy from a reseller. This is itemised in this document:

If you are in a country that Adobe sells direct in and you are not using a VPN, I think you will need to contact Adobe customer service to see what the problem is. Try the link to auto-open the Chat:
