Firefly States be included in my enterprise account, but access is denied

I contacted my admins and there is not a clear restriction on their end. Is Firefly truly not accessible for my plan type, or is this a bug. Is there a straightforward answer as to why this does not work, and if our plan does not actually include it?

Talk to your Admins to make sure you have the right product assigned to you. There are different "flavors" of Creative Cloud and if you are assigned the wrong one you wont have FF. 

Example: All Apps - Edition 4 with Premium Stock includes Firefly while All Apps - Pro Edition does not.
