Inaccurate User Guideline Violation

When attempting to "Add artwork" to an image through a prompt, the system incorrectly flags the image as violating User Guidelines and removes it. This occurs despite the artwork being innocuous and not violating any discernible guidelines. It is just an image of my arm (rest of body fully cropped out). 

I want to use the software to aid tattoo design. Has anyone else had this issue?
