Kazakhstan is not supporting Russian terrorism, why I can't use it in my country?

When I use VPN from Ireland I can enter and use adobe firefly, but if I turn-off via VPN Firefly is not supported, why? I think is because sanctions, but Kazakhstan is not Russia, we not support that terrorist country.
