My reference image is getting removed saying it violates user guidelines!

I am working on creating a visual with the following prompt:
"Visual of few strong hands from muddy water and heavy rain, holding a cement block in the shape of the map of Indian State of Kerala, ultrarealistic digital photograph"

I have used an illustration I made as structural reference. The image has a hand holding the state of Kerala. The image is attached. The image is to create a solidarity design for the people of Kerala on the occassion of the natural disaster and landslide. 

I am getting this error and its really poor from Adobe! "Your reference image violates Firefly user guidelines and was removed."

What is the reason for this???
