not able to get effect options

I am not able to create an image with the reference image and not able to find the options for effect. i have attached the screeshots as well.

i am able to upload the image but not able to give any effect on it because of not getting the options.

Adding a bit more to what @droopydog500 and @Kartika Rawat mentioned.
Consider opening a new tab and turning your computer off and on.

In addition to @Kartika Rawat's question, what happens when you click on the "UPLOAD" buttons for the reference images?
