pop-up to agree user guidelines keeps popping up after 'agree'

Issue: 

• Device/OS version: Apple M1 Pro, 16 inch (2021)
• Browser Version: Safari v 16.6
• Adobe Photography licence

Steps to reproduce:

1. ... When I click on the Adobe Firefly icon in Creative Cloud, it opens a window in Safari...
2. ... Firefly opens
3. ... A pop-up window asks me to agree with userguidlines.
4. ... When I click on 'agree' the pop-up window pops up again... so I cannot get in 😞

Expected result: Acces to Adobe Firefly
Actual result: Pop-up window pops up again

Who knows what's going wrong?
