Trying to upscale a video, but the generate button is greyed out, in spite of having enough credits and trying all the different possible settings

I’m trying to upscale a video, but the generate button is greyed out, in spite of having enough credits and trying all the different possible settings.

Using the latest version of Chrome, and attempting it with several video clips under 20 seconds long with no luck.
