upscaled image differs from smaller image

sometimes when i click on "upscale" it produces a different image than the smaller version, it's not every time but its happened at least 5 or 6 times so far

    Thank you for your message. I am sorry you are having this problem. 

    This behaviour is not expected. Can you please create a screen recording of this happening and provide that along with the prompts, so the Adobe folks can take a closer look?
