Video creation not following prompt

I used this prompt: "Static shot of a cozy lakeside deck at sunset with snow-capped mountains in background. Camera is completely stationary on tripod - NO camera movement, NO panning, NO zooming, NO drift. Sun must remain fixed in its position - NO sun movement, NO setting. Clouds must stay completely still - NO cloud movement or drift. I get the sun setting everytime!! Why am I paying for this??

I get a storm that starts rather than begining with the storm ongoing.
