AE 23.0.0 - can't import a certain MP4 file

Hey folks,

 

I get an error when trying to import a specific .MP4 file. Thinking maybe the file was incorrectly labeled, I used Media Encoder to convert it to an MP4 again, but After Effects still won't import it. I also opened up After Effects 18.4.6 and without issue.

 

I've attached the 2 error notifications in AE as well as video details about the .MP4 file.
