After Effects rendering out project with wrong resolution

I have a composition that is 2160x3840 and I am trying to render out an .h264 with a VBR target bitrate at 100mbs.

 

When it renders out, the resolution has been changed to 1296x2304

 

The Render settings are at "Best" quality and "Full" resolution

 

Is this a bug or are my render settings forcing a resolution downgrade for some reason?

Use the correct H.264 preset and check the MPEG level. This stuff matters and can't be changed arbitrarily. It's a "constrained format" and not every combination of settings is possible or technically "legal".
