Brush Tools Not Working

Hi, I've been having a problem where I flat out can not use my 4 brush related tools in my toolbar in AE (desktop). I get no error code, it's simply when I click on either brush tool, clone stamp tool, rotobrush, or eraser tool, it will not change my cursor to that tool and doesn't work as if it is either, every other tool works. Using the keyboard shortcuts does not do anything different.  It acts as if they don't exist and clicking them only highlights the tool in the toolbar but nothing else.

I've tried new compositions, updating, restarting, uninstalling, new workspaces, reset preferences, driver updates and probably more I cant think of. I'm aware that brush tools can only be used in the original layer source panel by double clicking on the clip, still doesnt work. If anyone has a way to fix this I need it desperately.
