Composition Marker Shortcuts not functioning as intended

When "Use 1/2/3 for navigation and 4/5/6 for transform gizmos" is enabled in Preferences / 3D, the marker navigation shortcuts do not work as described in keyboard shortcuts, and I believe the keyboard shortcut dialogue is incorrect.
 

The hover overlay - suggest that when the composition panel is active - you should be able to navigate to marker '3' - with the 3 key. 

However, this should be when the timeline panel is active - you should be able to navigate to marker '3' - retaining the 1/2/3 functionality when the composition window is active for navigating the camera.

However, currently neither option is functional.
