Dark Theme rulers incorrect color

When setting the Color Theme to "Dark", the rulers (View > Show Rulers) do not follow the color of the UI.
Also, the first part of the X-ruler is cut off.

 

(Colors in Darkest and Light are correct, but the cut also happens here.)

 

Consistent bug.
