Different render results based on resolution?

Hello! I recently finished a motion graphics composition using After Effects 24.1, but as I went to render it out, I noticed it had a bug in it. The final render "stopped" about a third of the way in, but then the assets continued like normal. I originally chalked it up to being a result of high render settings, codec problems, Media Encoder, etc. until I actually checked the comp in After Effects. This is something that I don't think I've encountered before:
I've screen recorded what the effect is intended to look like, versus what it looks like at full resolution. I've tried to embed the YouTube video, but it's unfortunately telling me I can't.
Based on the preview resolution of my composition, the intended effect just doesn't seem to work? I didn't notice this until I went to export it in 4K as I was working in quarter res, but it's very frustrating as this is the last step.
The effect that seems to be getting caught up is the Layer Styles effect "Outer Glow," where the blend mode is set to screen, spread set to 0%, range set to 1%, and size keyed from 0-1000-0. I don't think I've ever encountered or even heard of a bug where depending on the resolution of your comp the effect no longer works, unless it was specifically hardware related. Am I just missing something? Or is this actually a bug in After Effects?
I've also attached the After Effects file in case you want to take a look at it, since I for the life of me can't seem to figure out what exactly is causing it. If you need any more information, please let me know and I'll be happy to provide it!
