H.265 video has flickering exposure

I have an h.265 video that has random exposure flickering when imported and played.  it does not matter how it is interpreted or whether it is placed in a timeline or not.  Very small amounts of exposure change, but when crunched and viewed on a scope become quite apparent.  I was able to temporarily work around it by getting a 4444 video from Resolve.
