Low fps when moving elements around

Pls help

It's like 3 fps when i move my elements around. Other parts of after effects runs smooth like when i hover my mouse on the project bin, but when i hover my mouse on the main screen it stutters so bad. I just bought a new rx6600 gpu (upgraded from rx580) and it somehow performs worse than the older one. Im not sure if it is a hardware or After effects issue.

Beta and 24.x versions works indeed. Thank you so much. If i may ask, when will a stable version for this fix release? thanks
