Motion blur is clipping highlights

I’m working in linear ACEScg and I’m having an issue with AE motion blur clipping the highlights of footage when it’s active and the layer is set to ADD. The elements are interpreted correctly and works just fine until motion blur is enabled. I have the element on black in the examples below. You can see the scopes on the left where the motion blur is off has very bright highlights, and when the Motion blur is on those same highlights get clipped. Luckily, Lighten does work in these shots, but Add should not be clipping source. the only change is that Motion blur is enabled. This should not be happening.

    yes. confirmed that this issue looks identical. it also appears that switching to software only rendering does work (I have an NVidia RTX 6000 ADA). the only blur I was using is the After Effects Motion Blur. I then added Camera Lens blur and it was still happening.
