Motion Blur Toggle Bug

I'm running AE 23.5.0.

When having motion blur turned off for an entire comp, I'll turn on motion blur for a single layer and this will toggle motion blur on for the whole comp. It should remain off, and in previous versions at least up to 2018 and perhaps more. I've provided a video of what I'm talking about. When checking the motion blur for a sinlge layer this should not turn motion blur on globally for the whole comp. I'm assuming this is a bug, otherwise this would be the most annoying implmentation I've ever seen. Having to constantly go back and turn off motion blur for ram previews, what a drag.
