selecting area naround keyframes selects whole layer

Sometimes when trying to select keyframes by dragging around them, the entire layer is selected and moves.

This has been in the interface for a LONG time now and REALLY seems like a good thing to fix.

From a QOL point of view, users need to be able to drag select keyframes.

No User ever asked for a 20 pisels tolerance around a layer to selct the whole layer.

I don’t know wher it originally came from but I think it has been in for over 20 years now.
